Warren Blatt addressed this topic in post #429602 (https://groups.jewishgen.org/g/main/message/429602 ) -- some E.I. administrative records were destroyed in the fire, but no passenger manifests were lost.
New York passenger manifests, whether Castle Garden, Ellis Island or the Barge Office are typically put into a single collection on the popular genealogy websites, so a NY passenger search should include all of the records. On Steve's site, the Gold form is the best one for NY passengers arriving between 1892 and 1924. If they arrived at the port of NY the records are not separated by whether they landed at Castle Garden, the Barge Office or Ellis Island, but rather by the year they arrived. Steve Morse has a wonderful search portal that covers 1820 to 1957 arrivals at the port of NY. https://stevemorse.org/ellis2/elliswhite.html Also, keep in mind that people landed at many other ports in The U.S., and many landed in Canada and than crossed to The U.S., and also there are Eastern European arrivals from Mexico into The U.S. Searches for many of these ports are at www.stevemorse.org and www.familysearch.org Ancestry.com also has databases of manifests from many U.S. ports. Ancestry, however, is a subscription site, although many public libraries offer free access to Ancestry on their computers. During this time while the Ellis Island building was being rebuilt and immigrants were processed at the Battery Park Barge Office (lower Manhattan), do the manifests or other records of each immigrant's immigration experience exist today? Or were these manifests/records burned in the fire or otherwise lost? Are these immigration manifests/records available at stevemorse.org or another website/database? At stevemorse.org, exactly which search form/link would I use to view the immigration records at the Battery Park Barge Office

It's my understanding that Castle Garden was closed in 1890 and that in 1892, immigrants were then processed through Ellis Island. Where were the immigrants processed after the 1897 Ellis Island Fire, up until the time of the re-opening of the immigration center in 1900?
