Adding to Carol Hoffman's excellent suggestions: if your Russian is good, you may be interested in the images for the Raseiniai 1858 RL, which are at https://www.familysearch.org/search/film/105249324 beginning with image 266/page 133 and continuing to image 682/page 341. The 1858 RLs for Vidukle and Veliuona have never surfaced.

The 1866 Vidukle revision list mentioned by Carol Hoffman includes several years. It is technically an Additional Revision List, that is, a supplement to the 1858 revision. As such, it is a short list of fewer than 100 entries, but you could get lucky and find your quarry on it. Worth checking. There is also an 1875 Vidukle ARL with just a handful of names.

Steve I recommend that you search the LitvakSIG All Lithuania Database.
You will find the 1858 revision list for Raseiniai, the 1866 revision list for Vidukle, and tax payer lists for Veliuona.

Vidukle is in the Raseiniai district and Veliuona is in the Kaunas district.
