FRIMER from Vinnitsa #ukraine

And just like that, I found the name of my ggg-grandfather Chaim Frimer in the latest data from
Ukraine, in an 1875 Revision List.  I have a couple questions.  First, while the date is 1875, the year
at the top of the columns is 1871.  Why is that?  I would assume the reported ages are those in 1871?
Also, in many revision lists I have seen, there are females on the facing page.  That does not appear
 to be the case here - why?
