website (files are here, when the gov.ua domain is working which is not
there actually *are* some records available via the wikisource project.
First stop is always the main wiki "shtetl" page:
Most files that mention Balta are in the Podolia subsection,
Note that some of the case files are for Balta the city while others are
for Balta *district*, & some are province-wide & contain Balta files.
Altho that specific year isn't listed (so far!), Stanislav & others may
get lucky by finding other family members in the metric records or via
I also always recommend to check the J Roots Forum for the name of the
town of interest, as there are often detailed lists of what is available
(or index or other listings for the files that are on wikipedia).
Unfortunately, no new listings since the war has started, but it's still
a great resource.

This information was taken from an index of births for Balta stored in the Odessa State Archives. The index does not include information about the parents. The full records are stored in the Odessa State Archives but as far as I know are not available online.
