Dear Mercedes,
No part of Bessarabia was under Austro-Hungarian Empire.
That town was in Bukovina, which used to be under Austria, and before that in Moldova Principality. Currently it is in Chernivtsi Oblast of Ukraine.
Here it is on the Google map: https://www.google.com/maps/place/Putyla,+Chernivtsi+Oblast,+Ukraine,+59100/@47.9948612,24.990464,11z/data=!4m5!3m4!1s0x473685808b1f8d09:0x64a51ea10b664a10!8m2!3d47.9949749!4d25.0974541
Here is a few links to that town: https://en.wikipedia.org/wiki/Putyla
and https://geographic.org/geographic_names/name.php?uni=-1560968&fid=6503&c=ukraine
Please connect to ROM-SIG, where Bukovina is part of it, and also to other Czernivtsy Jewish genealogical sites.
Thanks,
