One does not often need the birth certificate to find the mother's maiden name for an English birth  This is usually available by searching the General Register Office birth index at www.gro.gov.uk.  For Bloomer (Blume?)Joseph b 1844 the maiden name was HYAMS.

Jewishgen's 1851 Anglo-Jewry database suggests that the child is called Bloomer, and cites FreeBMD.
freebmd.org.uk has a birth record for a Bloomer Joseph in the March quarter of 1844.
You could consider acquiring that birth certificate to see who the parents are - which would give you Rebecca's maiden name.

I’m researching the JOSEPH family in the 1851 England census. They are living in the Petticoat Lane district which I believe is the Jewish neighborhood in London at that time. Their first names are all ordinary, Samuel, Rebecca, Esther, etc., except for one daughter who is shown on the Familysearch.org transcription as Blavinlar. I suppose I can try to get the microfilm from the LDS folks to see what it actually says. But I thought I’d ask here, first. Anyone know what Blavinlar is likely to be? TIA
