Hello. I found a birth record for my great-uncle in the Vienna BMD records. So, thank you for that! In the database I found him in, it shows his date of birth, but also where he changed his name some 30 years later. His parents names were also listed. Was he really born in Vienna, or did he just change his name there?

Hi Denise,
Your great-uncle's place of birth (and that of his parents) is listed in the birth register. Do you only have your great-uncle's birth certificate or an extract from the birth register? And if you have an extract from the birth register, I can help you with the translation and answer your question - without this information it is not possible.
