I read this translation with interest.  My understanding of the implication of the signatures is that the named parents could not read.  I was told by an archivist that at that period, unless you could by yourself read the document, you could not sign it.  At the archive where I received that information many of the documents that related to my family had been signed by the Town Clerk and by the Postmaster.  The two signatures on this document would seem to me to be following a similar logic and giving you additional family information.

The signatures are those of the two informants and the clerk. The parents were not present.
In case of illiteracy there could be a note on a certificate that so and so was not able to undersign.
