four letters have dots over them. Bear with me. 
The Hebrew year was 5711, but the thousands place is usually omitted as it is here. Hebrew numbers take letters of the alphabet (the first ten letters signify 1-10, the next nine letters signify the tens from 20-100, and the last three letters signify 200, 300 and 400). Numbers 500 and up require several of the “hundreds letters”, so that 700 is written 400-300, and 900 is 400-400-100.
the dotted letters on this stone add up to 311, knocking off the thousands place and the first of the “hundreds letters” (400), leaving 311.  There must be a mystical reason for such things, as it is commonly done, but I don’t know the reason.

I take it back. The four dotted letters add up to 301. I’m stumped.

The dots are simply there instead of apostrophes when a letter is written instead of a full word or to signify a number.  Nothing mysterious, nothing mystical, and actually quite common.
ר' = רב
נפ' = נפטרה
כ'א' = 21

You could ask why a real apostrophe after the year -- I don't know.  In modern Hebrew, a double quote is often used instead of an apostrophe, hence תשי"א.  The apostrophe on the stone is in the wrong place.

The 21st of Shvat of the year 5711 began at sunset on January 27th, 1951, and ended at sunset on the 28th.
