Please note that the email address I had in 2002 is no longer valid. I created the Krustpils Kehilalinks webpage and  added it  to my Jekabpils page.  This was done with information provided to Howard Margol by Abram Lotkin who lived in Krustpils..Jekabpils was in Courland and Krustpils was in Vitebsk gubernia until the end of the first World  when Krustpils went back to Latgale in Latvia,  Abram and his brother Moshe sons of Faive-Leib Lotkin grew up in Krustpils.  You are searching for Lotkin from Belarus which was also Vitebsk gubernia. Records for Vitebsk gubernia are in the Minsk Archives in Belarus.  The Latvian State Historical Archives do not hold much on Krustpils.  I am busy indexing Internal Passports of people whose place of origin or birth was Krustpils which may be helpful when completed and online. I think you should not discount a connection to your Abram  Lotkin and this family.  One needs to remember the changing borders of Europe and the fact that our famiies moved around a lot and expand ones areas of Research.   There a few researchers looking for Lotkin in the JGFF.

There are 5 Lotkins in the Internal Passport Database on Ciltskoki.lv.  I have not reached L yet in my translations so you can either wait till I get the database into Jewishgen or look at the passports yourself.  You pay for either  a day,3 days or a month to search Ciltskoki. The cost is minimal. This passport database is Internal Passports 1919-1940. Do not be put off by the dates. The dob of the people in the pasports can be as early as 1850. Athough this database is Krustpils that means that they either were born or had place of origin in Krustpils. Some have place of birth or place of origin for other parts of Latvia and some Lithuania. The passports were handed in to the Riga Police so the majority were living in Riga at the time so it is also a database of Riga names. 
Translate into English to see how to navigate but It is best to search in Latvian not English as the names are written as they were in the passports and spelled that way. eg Chait may be Hait. Tzipa would be Cipa. Hirsh could be Girsh.  You can also search the whole database for the name Lotkin and not restrict your search to Krustpils.
