Searching the Mount Zion website (mountzioncemetery.com) for "R" name in the Zabludower section brings up Louis Rotkowitz and Anna Rutledge: Their double grave, pictured on FindaGrave, says Louis and Anna Rutledge. And this must be Arthur:
He's not with his parents (Ruthovege) in 1920. In 1925, Louis and Anna "Roatleich," were living at 1424 Eastern Pkwy., close to the address on Arthur's death record. By 1930, they're Rutledge. (All spellings mentioned are as indexed on Ancestry.) Arthur's siblings: Rose, Ida, Sarah/Shirley, Sam, Lillie/Lillian, Alex.
