Seeking help in listing family member's names. Most of my family is from Stakaliskes, Vilius Lithuania. I have different surnames and given names for birth certificates, marriage certificates, revision lists, ship manifests and death certificates. I know that Lithuania was controlled by different countries depending on the year in the 1800's and first quarter of 1900's. . What name should I use as the primary name? An example, Revekka/Revecca/Beckie/Rebecca Schmukliarsky/Shmukliarsky/ Smuklarski/ Smukler.

I rarely search using first names but prefer phonetically with different spellings of last names. Less is more when searching.

I would be inclined to use the name's most phonetically simple spelling yet closest to how it would have been pronounced (so Shmuk.. rather than Smuk...) , or alternatively, the version from around 1900 +/- 10-20 years.
Then I would add a comment (or whatever works best in the program you are using) with the alternatives. I don't think that there is any standard rule, since spelling (and transliteration) can vary so much, so go with what meets your particular needs. It is also worth mentioning that Jews in the Russian Empire, much like modern day Texans, often reverse their first and middle names. For example someone named Bendet Moshe might appear as Moshe Bendet or just Moshe (not to mention one of the diminutives that might apply to either name).
