If it's any help in your search, the marriage record of Eva NEZIN's parents is online at www.familysearch.org

Abraham NEZIN & Celia MILLER married in Philly in 1927.  The marriage record has a lot of good info, including parents names, where parents are residing & if each parent is living.

On the 1950 census Abraham, Celia and their daughters Eva & Etta are living in Washington, D.C.

Abraham NEZIN's WW11 "old man's" draft card is also found at www.familysearch.org and has some interesting info, including town of birth, and the name of someone in Philadelphia that will always know where Abraham is residing.

is found a1957 Washington D.C. newspaper announcement for the engagement of Eva Leona NEZIN to Robert S. PLOTKIN.

And, a 1952 wedding announcement (with photo of the bride) Etta NEZIN married Martin Stanley BECKER.

The only Pennsylvania birth certificates that are online are only for 1906-1913, on Ancestry. It is possible that there are a few birth certificates on FamilySearch for Philadelphia, but those would not include up to 1933.

A person born in 1933 would be 90 years old now, and could well still be alive, which is why only immediate family members would be able to get a certificate, and only after proving their relationship to the person.
