Question about home town #lithuania #russia

Hello,
 
I’m struggling to identify the birthdate and home town of my grandfather, Samuel Gordon (Nothe) and his father (Jossel).
None of my fairly extensive research has been helpful.  However, I have discovered two entries in the Hamburg Passenger
Lists, 2 June 1891.  There is an entry for Jossel under the heading "Bisheriger Wohnort.”  I believe this refers to home town,
or at least I hope it does.  It reads   There is also an entry which is recorded in the same
column next to the name of his daughter, my grandfather’s sister, Ida (Chain) Gordon, albeit on a different page.  Her listing is
.  I have read these as “Ragowsky” and “Wexne,” but I could be totally mistaken.  I believe they were
both born in either Lithuania or Russia, Joseph around 1836 and Ida in 1874.  Can you please help?

Here is my thought process & the small bit of research that I just did.  Of course, you would have to do more research to prove or disprove my theory.

Note that Google translates Bisheriger Wohnort as previous place of residence, which may or may not also be the person's place of birth.

My guess is the town of Raguva (today in Lithuania, and at the time of your manifest, in The Russian Empire.)
When "sky or ski or skij, etc" are added to a surname it indicates the person came from that place, so RAGOWSKY as a surname could mean someone that came from Raguva.  He could have been trying to say that he came from that place, even though Ragowsky was not his name.  I've seen crazier things on manifests!

Alternate names: Raguva [Lith], Rogeve [Yid], Rogovo [Rus], Rogów [Pol], Ragova, Rogov, Raguvos, Ragowo

Region: Kovno

At the time of your manifest the town of Raguva was in the Vilkomir district, hence “Wexne” might be Vilkomir.
