There is very little chance of getting a photo request fulfilled through findagrave at a big New York cemetery. There are just too many requests. Most of those cemeteries will take a picture and email it to you for a fee. Probably $15 or $20.

And Mount Hebron makes that easy. One of several helpful features on its website is online ordering of grave photos. After locating a name at mounthebroncemetery.com/#search , click to see the person's record, which will include this link: PAY FOR PHOTO OF GRAVESITE. The cost is $14; "the cemetery will take a picture... and email it to you within one week."
 
Another nice feature on the Mount Hebron website: GPS. Many decedents' records now include satellite photos showing grave locations.

When I was teaching at Queens College CUNY, I often walked the 2 blocks to the Main Street rear gate of Mt. Hebron to take volunteer photos.  But now, geography impedes me, but others have accommodated my Find-a-Grave requests following my Aliyah.

They must have changed their policy because
for many years they were one of the few NYC large Jewish Cemeteries that did not do this.
