Russian passport from the turn of the 20th century were written in three languages, Russian, German and French. 

I translated the German, which says this.

Show this passport, [belonging to] Berger (?) or citizen Chaim Wondrow, to go abroad.  

This passport, with the imprint of the seal, is used to journey abroad without hinderment.

The Russian pages say the passport was given to the Grozovsky meshchanin Khaim-Abram Shaevich Vendrov, in Minsk on April 11, 1910 (this is on the Julian calendar, not the Gregorian). Meshchanin means he was classified as a townsperson, or petit bourgeois, rather than a farmer, peasant, merchant with a certain amount of capital, soldier, etc. Grozovsky means he was registered in what is now Grozovo, Belarus.
