I have posted a birth certificate from Norfolk, Virginia that shows the birth being in 1902, but the filing seems to be in 1918 (5/9/18). Did it take 16 years for the paperwork to be processed?. Also, the one signing in place of the doctor or midwife is the father. Anybody came across any similar situation? It is on ViewMate at the following address ...

Were birth records required in Va. then? When births were at home, it wasn't uncommon that they weren't registered.
The father would have known when the baby was born(we hope), and the midwife may not have been around 16 years later. Then the girl needed a birth record and got a delayed record. Sally Bruckheimer Princeton, NJ

I notice that the ages of the parents correspond to the year 1918 and not when the baby was born in 1902. I see now that this document is a certificate and not a record when the baby was born. I will be more careful from now on.
