Who were the owners of Sam's Liquors in Hamlin St. Washington D.C. #usa #names

A friend of mine found a couple of letter dated 1984, addressed  to her late mother.
One of them is signed from a "cousin", sender address is "1812 1/2 Hamlin St. N.E. Washington D.C.20018 USA".
The second letter is attached, metioning husband Sam and his Liquor shop and children. Signed by "Monie"??
Google suggests that the place today is "Rhode Island Liquors" and that previously, probably from the 1950s, it was indeed "Sam's Liquors".
My friend has no idea who were those cousins. 
Any help in finding out more details about this family, especially who are the children,  is appreciated. 
BTW what is the meaning of  the "1/2" in the address. There seems to be only one shop in 1812 Hamlin St.

The -1/2 address is usually for apartments or dwellings created years after the assignment of the original postal addresses, such as an apartment created in a carriage house or basement.

I also live in DC. 1/2 is typically used as an addition to a parcel of land, or a separate entrance such as an apartment to a main structure.

In this case, it is a little bit different. Using HistoryQuestDC (https://dcgis.maps.arcgis.com/apps/webappviewer/index.html?id=2ab24bc3b6da4314b9f2c74b69190333) I looked up the permit information, and both 1812 and 1812 1/2 were built in 1937 by Rachel Burton as business structures, and then sold in 1938 to J.P. and M. Morgan.

Using https://stevemorse.org/census/unified.html I found the ED for the 1950 Census for the address (1-1021) and that address is not in the sheets, further confirming the location as a business not a residence.

References in the Washington Evening Star newspaper indicate 1812 operated as a restaurant, and 1/2 as a liquor store, known as Hamlin Liquors. I searched "Hamlin Liquors" in the DC City Directory and in 1954 it was operated by Sam Ackerman. I *hope* this is the Sam you are seeking!
